Time Clock Rules

Just wondering if I'm missing something with regards to the clock "mismanagement" at the end of regulation, Duke game?

My understanding of the timing rules was that the NCAA adopted the NFL's rules essentially, with their timing clock rules changes this year. So the clock runs on the referee's signal upon setting the ball, following an out-of-bounds play-stoppage. The only exceptions being inside 2 minutes of the end of half.

:27 seconds following Phillips' lazy run OOB and flippant flip would appear to qualify right? Not arguing we lost because of the refereeing, we lost because the culture isn't a winning culture. Just more irritated at this point over what continues to appear to be the worst referees' available being the refs for every VT game, and the constant butt-f*ing we seem to receive from them.

More irritated even than I am or have been over CFB's too long stay or the lack of effort (I understand the lack of effort more than most, it's really not the kids' fault if the coaching sets them up to fail).

Ball in Play, Dead Ball, Out of Bounds

SECTION 1. Ball in Play—Dead Ball

Dead Ball Becomes Alive
ARTICLE 1. After a dead ball is ready for play, it becomes a live ball when it is
legally snapped or legally free-kicked
. A ball snapped or free-kicked before it is
ready for play remains dead (A.R. 2-16-4-I, A.R. 4-1-4-I and II, A.R. 7-1-3-IV,
and A.R. 7-1-5-I and II).

...

Ball Declared Dead
ARTICLE 3. A live ball becomes dead and an official shall sound his whistle
or declare it dead:
a. When it goes out of bounds other than a kick that scores a field goal after
touching the uprights or crossbar; when a ball carrier is out of bounds;
or when a ball carrier is so held that his forward progress is stopped. When
in question, the ball is dead
(A.R. 4-2-1-II).

...

Held Ball Out of Bounds
ARTICLE 2. A ball in player possession is out of bounds when either the ball
or any part of the ball carrier touches the ground or anything else that is out of
bounds
, or that is on or outside a boundary line except another player or game
official.

...

RULE 3 / PERIODS, TIME FACTORS AND SUBSTITUTIONS
...
d. Starts on the Snap. For each of the following, the game clock is stopped on an
official's signal. If the next play begins with a snap, the game clock will start on
the snap
:
1. Touchback
2. With fewer than two minutes remaining in a half a Team A ball carrier,
fumble or backward pass is ruled out of bounds.
(Exception: After a Team
A forward fumble, the clock starts on the referee's signal.)

...

e. Starts on the Referee's Signal. For each of the following reasons, the game clock
is stopped on an official's signal. If the next play begins with a snap, the game clock
will start on the referee's signal
:
1. Team A is awarded a first down, either through play or by penalty.
2. A Team A forward fumble goes out of bounds.
3. Other than with fewer than two minutes remaining in a half, a Team A ball
carrier, fumble or backward pass is ruled out of bounds.

So according to the official NCAA rules, the clock, which ran at 27 seconds, should not have been running.
