Meta: Sub-Thread Locking

I pushed a new TKP update that will allow the moderation team to "lock" sub-threads. This was a feature that the moderators explicitly asked for. Also, the community at-large has given plenty of feedback that sub-thread back-and-forth are noisy can derail the relevant discourse. I hope this tool will cut down on noise and keep discussions on topic.

As usual, let me know if I broke any other features.

Whoops! That deploy contained a bug that didn't allow any new sub-threads. Shout out to HorseOnATreadmill for the heads up and it's fixed now.

Do the subthreads actually lock now? How do we know when a subthread is locked? Is there a visual indicator or does my comment just not get posted?

Looks like it prevents the addition of new children below the moderator lock (reply button does not appear) but a user can go higher in the thread to reply to the parent comment.

Perhaps a more useful feature is the ability to dynamically expand/collapse a thread like reddit?

This feature exists -- it's the little V in the comment header. you can expand/collapse, you can dim a comment family, etc.
