How VT got screwed with penalties

So i was stumbling around and found out that we rank close to dead last in opponent penalties. It's slightly better on a per game basis (as we only have 11 games), but currently we rank 99th in penalties called against our opponents when they play us and 124th in penalty yards.

Now i looked up everyone we played and Duke is 3rd in least penalties, GT is 4th, UVA 14th, and basically the average rank of the teams we have played is 49th (W&M not included but would rank 5th if they were FBS). We are 58th, average 5.5 penalties a game with 9.7 yards per penalty. Marshall is 84th.

However, i did a lot of excel, some python, and found almost every team does better than average when they play us.

A couple of notes, only 3 teams had more penalty yards than normal: GT, Miami, and UVA. GT and Miami both had less yards per penalty against us than normal. Miami did commit five more penalties than normal however they were sporadic all year. GT had their worst performance (penalty wise) against us. UVA yards per penalty was pretty much spot on. However, both UVA and VT both had more penalties than average in that game.

BC and Pitt were the only two teams to get more egregious penalties than normal. BC average 2 yards per penalty more against us and Pitt was 3.3 yards more. Again UVA was on target.

ND had 3.2 yards per penalty against us. Now i double checked to see if that was a typo, it might be, three sites had different numbers, but it's somewhere between 16-19 yards total, which is 3.2-3.3 ypp That means they had multiple less than 5 yard penalties.
