"We are... All in... At Virginia Tech," Kelly said as he bounced between Penn State and Clemson hats before revealing a Virginia Tech t-shirt.

The 247Sports Composite rates the 6-1, 190 pound Oscar Smith product as a 4-star (0.9319) recruit. Furthemore, Kelly is a unanimous 4-star prospect.
In December, Kelly was recognized as the Abe Goldblatt All-Tidewater Player of the Year. The two-way stud lined up all around the offense — QB, RB, WR — and accounted for 1,661 yards and 13 touchdowns (per The Virginian-Pilot). He strapped it up at defensive back (3 postseason picks) and returned punts plus kicks.
