I'm not a soccer player so maybe I don't understand strategy super well, but when the announcers have pointed out how short the WVU goalkeeper is then why did we kick low so much on the PKs? Wouldn't those be easier for the shorter player to get to vs keeping em high? WVU seemed to control the ball for the 40% of the match that I watched and it was really frustrating how we didn't seem to get much offense going aside from a couple attempts on goal.
In reality, it makes little difference on penalties. Shorter keeper generally means shorter arms, so less coverage of the goal whether low or high. Lower shots are always tougher for keepers because they have to get down to the ground and there is not much time to do that while reacting to the shot.
High penalties are also tough to save, but have a much greater chance of missing the goal. It's very easy to lean back slightly and with all the things going through your head, suddenly you've skied it.
Dealing with a shorter keeper you would ideally want to place penalties in the top corner. If hit with enough power, it would be impossible to stop and you have a bit more error margin with a short keeper. However, it's very risky because you could easily miss to the side or over. Shooting low in the corner is a safer and still effective strategy as it's still very difficult to save if it's hit decently hard and in the bottom corner.
The real disadvantage of having a short keeper is dealing with aerial balls into the penalty area (corner kicks, free kicks)
