He is comparing Triumph CEO Kelly Woolwine as the Hokies General Manager Role.
Whit is consulting with Bears Senior Director of Player Personnel Jeff King and Tampa Ray's President of Baseball Operations Erik Neander on the internal structure of the Hokies front office. Both are Hokies at high levels of professional teams.
The discussion also touched on the need to prepare to fund an additional 40-45 scholarships across the Athletic Department.
The plan currently is to pay out the full $20.5M called for in the House Settlement in only the three revenue sports, football, and the two basketball teams.

If Whit is making that comparison and really thinks this way then he's definitely not suited to be the AD any longer.
Why is that, I am completely in the dark on the topic.
I'm more concerned about the franchises in question than the comparison. GM is tasked with managing player budget etc so that does make sense. But the bears and the rays don't really project elite front offices to me - no shade on the Hokies involved
The rays actually have a fantastic front office. Generally seen as savvy - doing more with less
Regularly have the deepest farm in baseball. Which benefits us in the Triangle because the Durham Bulls have been playing excellent baseball for going on a decade now
Yeah they generate bottom 10 money but have made the playoffs five of the last six years or something like that.
Seems like an ideal person to evaluate an ACC school looking to perform above its money.
Was the payout he mentioned completely even on a per player basis, or does a football player receive more than a basketball player based on revenue generated, or visa versa based on bball team having less players, or some other calculation?
He talked about looking into how to divide the pay up among different positions in football, so I imagine they've talked about how to divide it across sports as well.
What I've read suggests schools will decide internally and they will have to reassess non-revenue sports to come up with the 20.5 million.
But.... some schools have discussed a '75-15-5-5' breakdown: 75% to football, 15% to mens basketball, 5% to women's basketball, and the remaining 5% distrubuted over other sports.

Really can't see knowing what each player is being paid going well. When school's $1M QB has a poor game or more, the fans are going to dump on him unmercifully because that is the world we live in today.
Does HC bench the $1M QB? and when he does the backup $50K guy torches VT for 150 rushing yards and 300 passing yards. We all know this can happen.

I think you've got to have the transparency. If the players don't want the scrutiny that comes with high dollar NIL, don't take the money.
I don't see how this is a bad thing. If fans are the ones funding it, I think we should know where our money is going. Transparency leads to accountability, not only with the player but also to the people who set that player's value to the team.
Given all the talk about the self-restrictive culture of Virginia Tech doing Virginia Tech things (which I fully concur with), I would really like to see Whit consulting with people who are NOT Hokies who could have an unadultered look at how we do things before taking any changes on. Asking your own buddies how you are doing is why we are in our current predicament. And I mean that as no shade to King or Neander. Every good businessperson knows you need an outside consultant, so I hope the process isn't exclusive of non-former Hokie experts.
At this point they have been away from Tech far longer than they were at Tech. They are outside consultants.
Here's a plan for whit. Let marve go, pry becomes DC, find out how much Jerry kill will come to town for, let kill decide if bowen or anyone else must go, then whit can fire himself. Should be a net positive on cash flow.

You could see this coming and it's to the detriment of the sport and the schools. A major downside to the endless downsides of the NIL. This horse race to the bottom was viewable and predictable from a long way off.
