I haven't been able to experience steaks from restaurants for the most part, except a few filets from Cuz's Uptown In SWVA. Tell me, TKP, where should I go for a mean steak?

Off my grill
I have to brag, I am spending my last few days in Tampa, Florida and took the wife to Berns Steak House and almost went into a self induced food coma after that meal. All their meat is dry aged and cut on order. Nice sear on the outside and warm red center in the middle. To bad it cost me mucho $$$$ but it was definitely a great experience if you're in the area.

Berns is a great place. Ask for the wine cellar tour if you ever go back. My wife won a march madness bet with her dad and he had to take us there for losing. Great job on my wife's part!
Speak of the devil, I'm watching the Memphis vs USF game and ESPN features Berns Steak House on one of their commercial breaks.
I got a few.
NYC: My personal favorites are Sparks along with Wolfgangs in Tribeca. Sparks is actually somewhat reasonable and has some cool mob history.
Roanoke: Frankie Rowland's. Rather pricey, but really great for a date night or a celebration.
Richmond: My Dad's grill.
If you're ever in the Lynchburg area, my top three would be
1) Benjamin's in Forest (the best deserts in the area)
2) Robin Alexanders Bistro downtown
3) Perky's closer to Altavista
It is worth mentioning that I base these on Ribeyes because they're the best cut that's not called Filet Mignon.
There's a place in Virginia Beach called Gus and George's Spaghetti and Steakhouse that has been open since the 40's I believe. The atmosphere definitely leaves a lot to be desired, but I'll be damned if they dont cook one of the best steaks you've ever had.
Blast from the past. I haven't been to Gus and George's in forever. Used to go there every year as a kid with my grandparents when we were on vacation. Great food.

In Pensacola, the best steak is at McGuires Irish Pub, and I will fight anyone who disagrees.
Other places:
Northwest Houston: Perry's Steakhouse.
Indianapolis: St. Elmo's. Duh.
Blacksburg: The Black Hen had a pretty damn good steak last fall. Their menu changes though.
Got a good laugh at that. But I'm only Irish on St. Paddy's Day. There are several places here to get a good steak. Many people assume Jackson's is the best, because it's really the only way to justify the price of the place (though they are definitely second best). My point was that I feel strongly that these people are wrong. Mcguire's is one of the few places that has USDA certified prime cuts. Also they do this 16 ounce hickory smoked prime rib that is basically guaranteed to bring any given person to climax.

I've heard good things about The Black Hen. I live in C-burg. The wife and I will be checkin' it soon.
I proposed to the future Ms. HokieBeam there. I highly recommend their food. I also recommend getting a reservation.
Reservations are basically required, because it's a very small space. Girlfriend and I tried it shortly after opening, and gambled that we would be able to get a table quickly because it was so new and somewhat hidden. We were totally wrong, but luckily the bar was wide open, so we just had a few cocktails and an appetizer and waited to get a table in the dining room.

In DC I'd recommend hitting up one of the Brazilian Steakhouses... A little pricey, but there's just so much beef. I feel like that guy from Monty Python's The Meaning of Life afterwards.
Cuz's is....ok I guess. Growing up in Richlands I've eaten there a few times in high school before I went to VT and I enjoyed it then. Once I got out of the 276 I realized there are way better restaurants (and steaks) out in the world. So I guess Cuz's is good...relatively speaking?
But to answer your question: The Chop House, The Tavern in Abingdon, VA (but prepare your wallet...that place is over priced), and honestly...my grill. Once you get your own good dry rub going you can make a steak that can rival anything you'd pay good money for.
I love me some Cuz's and when I go home I always stop by for a steak!!

Logan's and texas road house are my favorite franchises. Obviously not on par with some others listed above I'm sure. I've also found that the happiness with a steak is directly proportional to the number of beers consumed prior.

In Charleston, SC:
#1) Hall's Chophouse
#2) OAK Steakhouse
I live in Omaha currently and we have a lot of good options. I would say if you are ever here try Brother Sebastian's, Drovers (great whiskey marinade), or Gorats (Warren Buffett's fav spot the locals say).
In Arlington / DC, Ray's The Steaks has the best deal, really great steak without breaking the bank. In the city, Bourbon Steak, BLT, and Charlie Palmers are all excellent, but the best I've had was at Bourbon Steak.
I'm quite partial to Del Friscos and Sullivans.
In Virginia:
Downtown Norfolk - Todd Jurich's Bistro. Best steak I've had in my entire life. Bar none. It didn't require chewing. It just melted. Very $$$$ though.
Runner up's - Ruth's Cris was pretty good. Steinhilber's Thalia Acre Inn is extremely good too.
In New York - had one from the Bull and Bear at the Waldorf Astoria. Equaled Ruth's Cris. But I'd head for Lombardi's or Genaro's for pizza in NYC before I'd go for steak again.
Atlanta - Stoney River Steakhouse. Very very good. Been here since 2006 but really haven't explored beyond that regarding steak here. I need to remedy that!
Dude I lived in Atlanta for 7 years and you need to go to Bone's. Get the Grit Fritters for one of your sides. Best steak in ATL IMHO.
I'm am spoiled right now in Texas with regards to good steak. For my money the best in Dallas is the YO Ranch Steakhouse. Get the dry aged NY Strip if you ever go there.
Best I've had here is Saltgrass. It's not too $$. (Truthfully, I haven't been to too many places though.)
Wanna try Texas Land and Cattle as well as Pappas Bros. When the wife gets done with grad skool, maybe I can afford to try some of the places.
There are TONS of places here. You gotta love it.
Here in Austin, I would say III Forks, way pricey but great. Would also recommend Trullucks or Eddie V's..again all if you are going the fancy route. Great for casual is always Texas Road House or Texas Land and Cattle. Never been a big fan of Saltgrass. Only been to one Brazilian steakhouse, Fogo do Chao, just because one of our local sports radio personalities hawks it, but it was pretty awesome. The fact that I wasn't paying probably had a bit to do with that. As my Tech room mate used to say "Bony Ape-tit!"
I totally forgot about Saltgrass. I was out in Fort Worth last year for my brother's wedding and one night we went to dinner there. Had an excellent ribeye, one of the best I've had at a steakhouse.
Edit: And speaking of steakhouses in Fort Worth, Lonesome Dove Western Bistro in the Stockyards is top notch. I had a buffalo ribeye there that was incredible. Chef Tim Love has opened another one of these restaurants in Austin just recently.
In Raleigh or Durham you should make it up/down to Angus Barn. Place is amazing.
NYC: Peter Luger's Steakhouse
Tampa: Bern's Steakhouse
San Fran: Harris' Steakhouse
All very $$$, but thoroughly worth it for your 'one nice night out' when traveling...
I had a buffalo steak at Harris's that was practically orgasmic.....
My advice would be to take a little time to invest in a good grill and learn how to cook a steak yourself.
I spend a good part of my weekend over the grill and the smoker. Any time I go out for a nice client dinner (expense account for the win!) I find that while most high end steaks are tasty, they would be considerably less so in context of having to waste the money on it myself.
