I still can't find the targeting that the ref said he could have called but didn't.
Its a helmet to helmet hit. But I think the rule is written in a way that ignores the ballcarrier's actions. The ball carrier lowered his head, if he hadn't Joey probably wouldn't have hit the helmet.
It's even better that he told everyone last week he was gonna do it if he ever got the chance.
