Why does wrestling not count towards the Commonwealth Clash? Does UVA not field a varsity team?

So does this mean that the top two finishers in the 125 lb weight class at the ACC tourney get to go or that the two highest ranked 125 lb wrestlers in the ACC after the tournament get to go to nationals?

What metric is used to decide that the top 9 125# from Big10 go, but only top 2 from ACC? Something similar to FIFA divvying up World Cup slots but maybe less bribery?
Is the 9th best in the Big10 better than the 3rd in the ACC?
Honestly I would say the seeding is a pretty legitimate and fair system. The B1G is by far the top wrestling conference the last 12 straight NCAA champions have come from the B1G and all 14 universities have a wrestling team. The ACC only has 6 universities with wrestling (VT, NC State, Pitt, UVA, UNC, Duke) and VT was the first ACC team to ever win a team trophy (which means a Top 4 finish) in 2016. So yeah, it's very possible that the B1G has 9 wrestlers better than the 3rd best wrestler in the ACC for a given weight class (actually based on the ranking systems, they have 10). To summarize, if every VT wrestler performs to seed then we would qualify at every weight except 125.
If a wrestler doesn't finish in the necessary place at the conference tournament to earn the automatic qualification, there are a limited number of at-large bids to the NCAA tournament that are given out as well (ultimately there are 33 total qualifiers for the NCAA tournament at each weight class). Regardless of ACC tournament finish, VT wrestlers would be expected to earn an at-large bid at 133, 165, 174, 184, 197, and 285. Next most likely at-large bids would be 141, 157, 149, and 125 in that order. If it comes down to it, I'd feel mostly confident about an at-large bid at 141, decent at 157, getting nervous at 149, and unlikely at 125. This all depends on how all conference tournaments and automatic qualifications shake out at each weight class though, as more upsets hurt our chances for at-large bids.
