I use it all the time for Multiple projects. The base setup does not have Security permissions to segregate users, so you will have to create a security profile and assign it to the project and user, especially if you don't want some projects to be accesses by low-level users

Do you use it to track time for software development?
What exactly are you wanting to know? My company uses Jira for software dev.
I also use (and hate) the Atlassian suite for PM/BA IT work.
Software development. We do track level of Effort for Burndown but not timesheet tracking
