It used to be filing taxes for 2 consecutive years or something like that. You'd have to live there for 24 months, then file after the second year, so it's like a 30 month qualification process. That's why it's really doesn't get "used" that much because of the timing. They do it this way so you can't just buy a place to avoid out of state tuition.
Long time ago, but my relationship with the guy I worked with was never the same. I was as naive as a pup about the dark side of racists and their ilk, I wasn't raised that way, and received a lasting lesson about it.
Okay, thank you. I've assumed - without really knowing - that schools would 100% find some way to avoid giving in-state tuition to people who move there. Of course, if you go to school from out-of-state and move to that state/work over the summers there/pay taxes there, you should not get in-state tuition. You were already a student and you should not get reduced fees just because you now stay in the state. But if you move there after applying and work for the necessary time to establish residency before starting school, I'm guessing it still would not be allowed.
Guessing we/she have to do something like move to Georgia or South Carolina, work for the year (or whatever the rule for that state is), pay taxes, register the car ... so that you are now an official resident. Only then apply for the first time after already qualifying as an in-state resident. But who knows?
Good points. Regardless of where he ends up, taking a redshirt this year is probably a good call for the reasons above. And as DFW says below, he can always come back if he likes the new coach/offense.
I would beg to differ. They have been on a pretty steady run of good teams in the very competitive Mountain West Conference. Most people have viewed the MWC as better than the ACC the last few years. Here are their records and postseason results since 2017:

As a VT fan, I would have taken those overall and conference records the last few years. Now, I don't know this guy from Adam, but he's coming from a winning program and seems to be highly regarded as a coach. I think it's a not a bad hire given how close we are to the start of the season.
My wife used to work at State, but left about 5 years ago. I'll be honest I have no idea the answer to that. All I know is that you would need to have NC listed as your primary residence when you apply, but not really sure how they determine that.

Individuals' goals have to be aligned with those of the organization(s) that they are a part of. Unlike other orgs, Halloway can't wait his turn indefinitely; he'll lose his eligibility eventually. He can still love everything about Virginia Tech, but recognize that he has at most one more year to play football, and he wants to take advantage of that. No shame in that.

You work at NC State, right? Not sure if you would know this, but have to ask in case you/someone else here does. If my daughter applies to a place like UNC or NC State from out-of-state, gets in but defers, we move down there for a year while she takes a gap year working, registering a car there, paying taxes ... would she be eligible for in-state tuition when she starts? I'm guessing no as you probably need to establish residency before even applying, but don't know. Curious if you knew.
FWIW, she is more interested in Georgia and College of Charleston than anyplace in NC or VA and I know the rules vary from state-to-state. And her favorite spot in NC was Wake Forest, so private anyway/no impact on pricing there.

That said, Punt returning was his biggest role and most of those get negated by Skippy's Holding or Block in the Back Crew.
I'm just a point ahead of ya season to date(- but I like the yo-yo ups and down to keep up the excitement every week! Like the recent Progressive ad. Don't have it memorized but Something like:

Fished this morning in the wind. Got a 16" spec for the pan and we also caught a couple of decent gray trout. Lots of bites, some small blues, but a lot of small specs. I mean a lot. 8-10", and even smaller, were hitting on every dock and all morning long. Amazing the few remaining trout from last winter's kill were able to produce such a strong year class, if our results are any indication. No reds, no rockfish, no croaker, one spot, one grunt and a couple of lizards that held the tail of our flukes before dropping off at the boat.
