My wife is being thrown a baby "sprinkle" for our 2nd kid...whatever a "sprinkle" is. That means I will be teaching the 2 year old "Lets Go Hokies!" at 9am AZ time.

Most likely not. From my experience if the game is on a major network and your IP is within the the region it's blacked out. So if you're in the blue you have to watch it on ABC. However, you could go through a proxy or an IP spoofer to trick WatchESPN to think you're not on the east coast or in Russia.

Also, it may not work if you're at work, but if you just google search "stream college football", you can usually find some links to stream anything from on any channel.

Doesn't look like its listed under the ESPN3 options for the WatchESPN app on my phone. Guess I will have to see if I can stream ABC on my phone.
