Even Ole Miss finally got tired of being Ole Miss and decided to be competitive. Although your comparison is pretty spot on. Football for hoos is a social event, not in terms of competitive glory, but in terms of casual conversation with the game as a backdrop. That's what makes Cowherd's mocking of them so funny. That's because it is so accurate. North Carolina is similar, but to a much smaller degree. UNC needs to field a positive W-L record, even if it is only one game above .500 every year. But UVa doesn't even really care about doing that. They just want to not get embarrassed too often. They're entirely fine living in that 5-7 to 7-5 range every season. A bowl game in ATL or CLT every 3-4 years is more than enough for them.
Growing up in Charlottesville life and then coming into Tech freshman year and going to a Tech football game was a huge culture shock. I remember seeing the excitement on TV when I would watch a Tech football game every now and then before coming here. Most of the students, although there are a fair amount that actually care about football, are either too drunk to care or again just attend the game as a casual social event. Scott Stadium hasn't seen life and passion since the retirement of George Welsh.
