So, can someone explain how that's legal? I know a center can report in as an eligible receiver, but I didn't think that the same player that snaps the ball can catch a pass. Clearly my understanding was wrong, but what's the explanation behind it?

I had to look it up myself... this is from an NFL-centric website, but I'm assuming the rules are roughly the same concerning this formation.

What does Center Eligible Mean?
A special formation in which the player snapping the ball is lined up on one end of the line of scrimmage, thus making him an eligible receiver. This formation is seen very rarely in professional football, and is only considered useful in the event of a trick play of some time. A formation like a center eligible is seen more often at the amateur levels due to the likelihood of a team being confused by the strange formation.

ETA: Also, he was their long snapper, so not one of the 5 ineligible linemen.

Interesting. I guess the fact that the guy lined up next to him motioned to the backfield, leaving the long snapper at the "end" of the formation, and the fact that he wears #82 (not in the ineligible block of numbers) means this works out. Nuts.
