Multiple news outlets are reporting that Minnesota's governor is looking at legislative options to ban early kickoffs for Minnesota Golden Gophers home games after they had four 11 am CST kickoffs this season. Governor Dayton is also gauging the interest of other governors in Big 10 school states to do the same.
Someone ought to get Governor McAuliffe on board with this.

This is terrible for us. If the B10 stops playing games at 11am, as they should, then fewer teams to fill those 12 slots.
What's with the obsession over starting games at noon anyway? It should be modeled after the NFL. Early games at 1:00, second round at 4:05, then finish with the nightcap at 7:30. And if you want to stagger on regional channels, 2:00 and 5:00 options are available.
The NFL is one body working with two networks on Sundays. College football consists of 10+ bodies (conferences) doing business with at least 5 networks. I think it's just too complex to do just get all conferences/networks to show games at the same time.
Not to mention the sheer number of NCAA FBS level games.
College football shouldnt do anything to model themselves after the NFL.
So how likely is all this that all it does is reduce Minnesota's TV exposure? ESPN has plenty of games it can air, so rather than fight with Minnesota about whether or not they get an early time slot, they'll probably just say, "sorry, can't fit you into the lineup. Guess you're going to be on B1G Network only. Hope you have a good audience."
It honestly feels like early kickoffs are just the nature of the Big Ten. There are hardly ever any Big 10 night games it seems, unless there's a pretty big match-up.
Until 2008, the b10 had a rule that no after dark starts were allowed after September. Worried about the cold up there.

So start winning a lot and you'll start getting later times. If it's illegal to have a noon game then they can have a 3 o'clock game it just won't be televised.
This sounds like a long-term project, where they would then have to win all their bowl games:
"Who is this 11-1 team from the Midwest that we haven't seen play all year? We'll pair them up with 9-3 Auburn..."
"...whoa! They're pretty good. What's that you say? Minnesota?"
He/she should just legislate the state into a different time zone and that won't be an issue. The locals aren't going to leave ice fishing to come in and watch the game anyway.
Minnesota has just come off as a state full or whack jobs lately.
