I'm in full support of just giving him the HC job. Like Syracuse* announced Boeheim's retirement today, I don't think the VT/Foster is any "HCIW Doesn't Work" scenario if we just said Beamer will retire after the 2016 season and Foster will take over.
A lot of bad things can happen in the transition from Beamer to someone else. While a HCIW situation may not be the best, I believe it the least-worst scenario. It gives us a lot of control.
*Syracuse, as far as I have seen, hasn't announced who will be the next HC but they have lame-duck'd Boeheim for three years.

I question that, but I won't argue it. Seemingly you maybe:
1. Informally allude to the take over, or
2. Procure the position with a delayed start date, or
3. Procure a new Exec Assoc HC with a job description to take over as HC upon the retirement of the current HC.
But I wonder if there is a Unique Qualifications condition in the state code that overrides a the need to advertise the position. Was Sands job advertised? Was Zohn Burdens?

Yes, it was huge news, including press releases on the VT website and several articles announcing a presidential search committee and availability of the position. Positions in the athletic department get advertised, but probably not as prominently.
I've said before that I suspect there are mechanisms to hire people quickly. There is a VT policy allowing an "emergency hire" that can be converted into a full-time position. Basically, someone is hired to fill an immediate need, and that person is evaluated later as part of a search for a permanent employee. That search can be extensive or it can be minimal, and the emergency hire can become a full-time employee after that. I suspect a lot of coaching hires can/do happen that way.

I know there was a search committee, but was it actually advertised? That's a very specific process, like literally an ad in the newspaper. I'm wondering if that is done even for jobs above a certain threshold.

I recall seeing several news articles on VTNews and I even looked up the job on jobs.vt.edu because I was curious what in the world the job description for "president of the university" would be. I think it's fair to say that the position was adequately advertised.

Any job pertaining to Virginia Tech is advertised on the VT jobs page. I know I applied to one the basketball coaching positions as a joke a couple years ago. If you don't meet certain requirements, you never even make it out of the initial HR look.

To me, the biggest unknown regarding Foster is how he would fare in an offense-first program like TAMU or Oregon. He thrives in a defense-first program that has given him the talent and preparation time to excel. But how would he do in a program that places offensive execution far ahead of defense in priority?

He would have much more talented kids to work with at A&M. They recruit at a level WAY above ours. As for prioritizing offense, I'm sure he would be a little frustrated by that initially. However since its an offensive program, he wouldnt be expected to create a top 5 defense to compete. The defenses might be worse by his standards, but their D only needs to be good enough to not hold the offense back which I'm sure would be refreshing for him

They do right now. Charlie strong gets Texas back up and running and they will have a fight on their hands. They are in a much more talent rich and football crazy state, but based on the competition vs the recruiting in VA we might be even. Tech just has not been able to seal the deal.

Because it is a state job, VA tech will never be able to declare a HCIW publicly. Labor laws and such.
