Also makes me wish offers were real not "verbal", "conditional" or anything else. You get an offer its real and in your hand.

The rule wouldn't be one that would be used to punish someone for being a jerk. It would be one that would prevent said jerk from exploiting a loophole. Like, offers can only be printed on official university letterhead with a super secret watermark or something. Or maybe something just as simple as offers submitted over Twitter are not considered real offers.
Feel bad for the kids involved, but I find this actually really funny.
