Usually hitting the kicking leg is running into the kicker, while hitting the plant leg is roughing the kicker. It's not always that black and white though.
I think roughing is called when you blow the punter up or hit his plant leg. Conte got hit in the mid-section and that could've been considered "blowing him up" but I think 26 tried to pull up and just couldn't. The ref gave him the benefit of the doubt.

IMO plays like that drop Bucky from a top 15 pick to a 2nd/3rd round pick if he leaves this year.
I can assure you a dropped pass doesn't significantly affect anyone's draft stock. There is a weird anti-Bucky vibe on here that lacks a legitimate foundation.
He's dropped a lot of sure TDs over his career. Definitely more than Cam and Isaiah combined. I'm not anti-Bucky, I love the guy. I just think his hands are too inconsistent to be a 1st round pick.
