There is a bill moving through the North Carolina legislature that would remove UNC and NC State from the ACC if the ACC were to boycott North Carolina due to state laws. This bill would also apply to any other state school and their conference if the same circumstances were to happen.
Interesting thought I had was the legal battle that would ensue regarding refusal to release their media rights, as those have been signed over until 2035. (ACC with grant of long term media rights did away with exit fees because they essentially assume that by not having their media rights, any member school would stay until that grant expires)
There is this piece in the Article:
"shall immediately provide written notice to the conference that the constituent institution intends to withdraw from the conference no later than when the assignment of its media rights expire, unless the conference immediately ends the boycott."
So does this mean that they both will submit notice they intend to withdraw in 2035-2036?

They don't exactly have a lot of leverage-which other conference would they join? Doesn't seem to make a lot of sense to me.
Well... keep in mind Duke and WF are private so they probably don't have to do what the state says. I could honestly see SEC making a shameless grab for UNC and/or NCSU to get the NC market. This is all hypothetically speaking of course.
I hope they do, then all that SEC TV money comes back to ACC to split up.

I have a feeling this is just lawmakers trying to make a statement. I doubt very seriously if UNC or NCState would be complicit were the law to pass. Even if it passed I'm not sure how it would be enforced. I doubt it even gets that far, though.

If the NC state leg were to remove UNC and NCSt from the ACC, I would bet a million dollars that they would already have agreements in place with the Big10 and SEC to not take any teams and tell the state leg to go f themselves
I'm guessing that there is no carve-out in the ACC contract too. Thus, the Universities would have to pay that $50M exit fee.

I actually respect this giant middle finger towards the ACC. I mean, honestly, what business does the ACC have to boycott and try to change state laws that have nothing to do with sports?
Sports has always been and will continue to be a catalyst for social change. From black ball players keeping teams from playing in certain states to hotels not allowing certain teams to use them because of who was on the team.
Don't let political machinations fool you. The ACC and NCAA care about money. When you have advertisers, entertainers, even other states boycott North Carolina then you have potential for big monetary problems. What happens if you have a championship game there but the other team comes from a state that is boycotting NC? What happens if 50% or all of your national advertising gets pulled because of boycott? and on and on and on....
Both the ACC and NCAA will make statements about universal rights for everyone, but it's all about the dollar bills in the end.
You'd almost think money and business would be a driver for the state legislatures as well...
As long as the people that run the ACC are for the most part residents of the state of North Carolin and ultimately are motivated to bring $$$$ to the entity and the state as a whole, I suppose the answer to your question would be "all the business"

The way I read it, the Universities will submit notice immediately and that they will withdraw at any time, up until, 2036. So, if there was another boycott, they could withdraw immediately, or 9 years from now. I would imagine that the Universities would wait until the last moment to withdraw.
Accordingly, if it's passed and the ACC boycotts NC again, it would give the NC legislature a long time to decide whether or not to really force UNC and NCSU to withdraw and a long time for the ACC to change their boycott policy.
which means they would no longer be voting members of the ACC in the interim. i'm in!

It sounds like this ACC bill is to gear up for continuing efforts to do stupid things and potentially get hurt by the ACC for it (that is as TKP friendly as I could word this).

For the record, the last few days are the closing days of the current assembly session, so you're getting everyone to submit their last second bills to say they got them in. This one was submitted by the same Charlotte area politician who last year submitted a bill to strip the NCAA and ACC of their non Profit status in hopes to end the boycott. It has no chance of passing and I believe has already been passed to the Oversight Committee for outright dismissal. It's the same reason you saw a bill proposed that would again ban Gay marriage in NC, going against last year's SCOTUS ruling causing another outcry in the media. Of course that one was also thrown out yesterday but that part never made the rounds.
Then again, NC politicians are this tone deaf stupid right now. Just yesterday we had another state politician say publicly that Abraham Lincoln was every bit as tyrannical as Adolf Hitler, so we're having a good run.

Comparing Abe Lincoln to Hitler is absolutely insane, but it is interesting to take a look at his presidency from a legal perspective. He really tested the limits of executive emergency powers, such as suspending the writ of habeas corpus and instituting martial law without Congressional approval. He almost had complete unilateral control of the government during his administration. Just a very intriguing historical and legal perspective given the national crisis at that time.
But yeah, comparisons to Hitler are pretty asinine.
(If this is deemed treading upon being too political I will delete; I've just studied these cases and find them really interesting.)
This is more a comment about history than politics. It is true, that taken in context of other Presidents Lincoln did quite a few things that I would find it very difficult for a President to do now.
But relatively speaking, no other President (save perhaps FDR) was ever faced with such a situation, and certainly not domestically even in FDR's case.
Perhaps, given the power that Lincoln ultimately did wield, we should be thankful that he was a man that believed in the principles and foundation of the United States.
FWIW, I am 100% OK with objective analysis of historical and legal facts. We've had a lot of interesting discussions on such things here on TKP. I don't consider this to be politics, either.

Generally speaking, yes. But the principals and foundation of the United States included the implicit right of a state to leave that Union, which Lincoln decidedly did not believe in. People don't like to acknowledge it, but if the US had stayed true to the federalized system of government, they (plural is intentional) would be strikingly similar to the EU. Doesn't mean South Carolina should have started shooting, but they (and any of the other states) had every right to leave.
I'd be pretty happy if nobody compared anyone to Adolf Hitler, since I'm pretty sure nobody in our current political system has even come close.

It's what a lot of states do. South Carolina sent our license plate bill to a Senate committee after passing the house with only 2 no votes. Been there since February. It will die there again.
Maybe it's all being orchestrated by the NCAA? After years of being called "toothless" and "gutless", they're finally exacting their revenge by using NC's ACC ties by pulling the strings of the NC GOP. Whispering in their ears and getting them worked up over HB2 and the boycott again. Telling them, "This is how you show us! This is how we'll finally learn our lesson!"
As soon as the legislation is passed they'll immediately boycott and the NC legislators will effectively hand down the death penalty to UNC that the NCAA so desperately wants to give them. Oh, and sorry NCSU, your middle-child antics have gotten you the death penalty too.
