On one hand, of course its still on, the contract was signed and I'm sure it would be astronomically expensive for ESPN to break it.
On the other, the fact that he actually had to say something without the question really being asked is.... not good

When people have to publicly deny that something is changing, you can bet there's a strong risk that something is changing.
When I worked in a public capacity, if I didn't deny something, people assumed they were correct. If i denied something, they were convinced I was being defensive and was covering up the truth.

Shoutout to the David Glenn show, whose Tweet you posted. Glenn is legit one of the most level-headed, reasonable, logical, and interesting sports pundits out there.
They have to start the network, or pay the huge amount to the ACC. So it's definitely still on. Now how long it will last, or how they will support it, what channel it will be on, how many cable companies are contracted to carry it, etc. who can say I guess that's in the fine print of the contract. But I'm sure they want to avoid writing the payout check and will start the network which may or may not rival Raycom in production value and dialogue
The timing of all this actually fits with the long rumored rollout of the network. That is, they'll be rebranding ESPNU as the ACC Network and pairing it with dedicated online streaming of all sporting events. This will allow them to get the network into practically all houses without having to renegotiate and allows them to trim some of the fat they have grown by ridding themselves of ESPNU.

I was reading some stuff from Awful Announcing, and they're predicting that ESPNU will become ESPN3 on TV, and ESPNEWS would become the ACC Network.
