I see where the NCAA limit for bowl gifts is $550, but I don't see anywhere where you can't sell your gift. Maybe I'm wrong, but I can't find anything. Would love for you to provide a little more information...
[Update]: I've been searching for my own curiosity and can't find a single article or bylaw that says you can't resell your bowl gift. I read the NCAA 2018-2019 Postseason Bowl Handbook and all it states is that the gifts are encouraged, are only for student-athletes, and cannot exceed $550.

Yep, remember that well, however that's an entirely different situation. A similar situation happened with Terrelle Pryor and four of his teammates regarding selling memorabilia issued by the school (jerseys, pants, and shoes). In all of these situations, the NCAA intervened because they were using their status to gain a monetary benefit which is illegal as a student-athlete. I don't agree with a lot of the NCAA rules, but this is one I do agree with this one. It's been fought with the NCAA since the Steve Prefontaine days.
That said, this is a gift and nothing else. It's not team-issued apparel. The players can do with this what they wish. In 2012, Antone Exum gave his Best Buy gift card away. Some probably give the gifts to family members. I'm sure some do sell them. It's theirs to do with it what they wish.

Yes, they can give it away, but cannot sell it. Bobby Bowden forfeited a bunch of games because FSU athletes (every sport) were selling their books to the book store. The made money off a gift. Nebraska had the same issue years later, though Nebraska had a wrinkle that some athletes received "additional reading" books. Unless the book is the primary book for a course, athletes cannot receive as part of their scholarship.
But here is the good part:

Correct. Still doesn't apply to this. You're not wrong, but what you're referring to ("items received for participation in intercollegiate athletics") are uniforms, helmets, cleats, team regalia, and the like that are received as part of being a student-athlete. Textbooks included. I read it too and though vague, the aim of this has always been to discourage student-athletes profiting off of their status or gaining a monetary advantage because of the perks granted to them as student-athletes. None of these cases have ever had to do with bowl game gifts. In fact, you'll find more research online questioning why this isn't the case in regards to bowl gifts.
I cannot find where items received for participating is defined. The bowl game awards to each student athlete that is encouraged by the NCAA are given for their participation in a collegiate athletic event.
Technically the bowl game gifts are considered a post-season reward, not a participation gift. I can't remember where I read that. At the end of the day though, I can't see where you can make the argument that a student athlete can't sell a bowl gift. It's a gift to them. At that point, it's like you're saying the players can't sell their Xbox 360 from childhood.

This is exactly what I'd be doing with this type of gift. My living room wall is now my TV/gaming system screen
but how good can this possibly look? I mean, with this specific projector? It's designed to be compact for people who travel to do presentations. I don't even think it's HD...
It projects a resolution of 1280 x 800, which is on the low end of HD. Probably isn't too bad to have one in a dorm room or small apartment.
That and not to mention the fact that there's no good way to set up a projector in a dorm/apartment. You can't properly mount it and run the cords so it would awkwardly be sitting on a table with a mess of cords around it in a weird space in the room. Just give them a good TV.
Regardless of whether you need a projector or not, still better than last year's offering:

Maybe they were trying to break out the contents of the dad accessory package into individual items "dad hat; beanie; fanny pack" to make it seem more extravagant?
Free trip to Vegas is good enough for a college kid. The other items they can regift for Christmas.
