Ostensibly, as a result of the negative press garnered by the Martell, Fields, and Patterson granted waivers, the NCAA has now stipulated that the Athletic Director from the school a player is transferring from must indicate, in writing, any mitigating circumstances leading up to a transfer that are out of the player's oontrol, leading that player to request a transfer.
ie., if a player is run off because of a coach about to pull a scholarship, the AD will have to state in writing that that is the reason the player is transferring.
If the AD does not issue a letter detailing mitigating circumstances, the NCAA will not approve any waiver for immediate playing time.

The opposite of the direction that everyone wants them to go
It is the NCAA if there is a popular direction, are you actually surprised the NCAA is going the other way?
I am sure the NCAA will figure out some loophole to fit their needs and the transfer desires of certain players and schools.
I wonder if this had been in place earlier how it would have impacted Brock Hoffman..

He is planning to transfer to Virginia Tech in order to be closer to his mother and the rest of his family during this difficult time. After reading the letter regarding Brock Hoffman's transfer request, we have come to the conclusion that these reasons are not good enough. After googling his mother's condition, we are certain that she will make a full recovery. Also, Blacksburg is five miles beyond the limit for being considered 'close to home.' Coaching changes do not warrant a transfer unless the coach leaving is a big name coach at a big name school.

I agree this would be their decision, but disagree that they would even take the time to explain their reasoning in their response.

Dear NCAA:
As an education-based private non profit, what is the academic nexus of your eligibility determinations relative to your transfer rule and how it is administered?
We note with interest that freshmen with no college experience are eligible immediately and some freshmen participate in some games without losing a year of eligibility. However, some transfers in good academic standing are approved to be eligible immediately while others are not; apparently without regard to the interest of the NCAA members directly involved in the transfers.
We look forward to your prompt response. Please include copies of the administrative records of all of your approvals and denials of eligibility for the last 24 months.
