Ostensibly, as a result of the negative press garnered by the Martell, Fields, and Patterson granted waivers, the NCAA has now stipulated that the Athletic Director from the school a player is transferring from must indicate, in writing, any mitigating circumstances leading up to a transfer that are out of the player's oontrol, leading that player to request a transfer.
ie., if a player is run off because of a coach about to pull a scholarship, the AD will have to state in writing that that is the reason the player is transferring.
If the AD does not issue a letter detailing mitigating circumstances, the NCAA will not approve any waiver for immediate playing time.
