Technically this is dumping and and while it is "no cause for alarm" it is illegal. Depending on the community, it may be difficult or costly to dispose of this CRT.

In Virginia, it is a class 6 felony to wear a mask with intent to conceal identity.
There are some exceptions such as for safety and job requirements, traditional costumes, theatrical performances or for medical reasons.
Motorcyclists had difficulty with this law until instruction was issued so that motorcyclists wearing masks to protect their face from weather or debris were allowed. Full face helmets were allowed but if you had a ski mask or wore a bandanna over your nose and mouth you could get a felony arrest.
I was pulled over for this several years ago before I had a car and only road my motorcycle year round.
I was given a verbal warning.
I routinely wore full-face masks to keep my face from freezing off while riding my bicycle around Blacksburg in the winter. Glad I was never given any crap about it.
