Not really, but sort of (and yes, this might be the nerdiest topic ever on TKP).
We're going to build a character who will be our Defensive Coordinator. We have 5 abilities that have scores that range from 0 to 7. A 7 represents a Top 5 ability, a 6 represents Top 15, a 5 Top 30, a 4 is just above average. A 3 is just below average, a 2 is well below average. A 1 is low enough that a single score that low gets you fired. Zero in an ability means you're the AD's son-in-law.
Here are the abilities:
P - Playcalling
G - Gameplanning
C - Coordinating (delegating to assistants, getting assistants to work together, mentoring staff)
R - Recruiting
B - Booster Relations (relating to boosters but also includes press and fans. I picked Booster because it started with a letter unique to the others)
Each ability starts at 1. If your coach is 1 at all of the abilities, you will end up with a defense that is statistically in the bottom five of the NCAA FBS. All abilities at 2 gets you into the bottom third and no higher.
We are using the Point Buy method of allocating abilities. You have 18 Points total that you can spend to add to each of these abilities. Spending 1 point gets you a 1 point increase in abilities, until you get to 5 (above average), then it takes 2 points to go from 5 to 6, and 2 points to go from 6 to 7. That means to bring your PC (player coach) to Top 5 in any one ability takes over half of your points (9).
So the game is: how do you allocate your points?
Here is a sample:
18 initial points. Spend 3 each on P, G, C, R. That's 12 points and gets me to just above average on everything but Booster Relations. I only spend 1 on B, so I have 5 points left. Do I leave Booster Relations at Bottom Third level, and go for Top 15 in Recruiting?
My scores for this example are below. I ended up with Just Above Average in Playcalling, Top 30 in Gameplanning and Coordinating, Top 15 in Recruiting, and Forget the Boosters (Bottom Third in Booster Relations):

Give me a field of 5 star athletes and top 30 playcalling* and I'm pretty sure I can win a bunch of games. Boosters and assistants won't care if I'm an asshole if we are winning.

Correct, the choice to disallow 7 in 2 categories was intentional. The idea was to find out how people value different allocations.
I put it in D&D terms just for humor. You could do this just as a prioritizing exercise, but one thing I like about the D&D point buy method is based on certain preconditions, you can get automatic increases. So if people like this way of allocating priorities, you could do it the same way with one change - giving additional bonus points for things like location (Florida and Texas get an automatic +1 to Recruiting, but maybe get an automatic -1 to Booster Relations), history (same bonuses), existing staff (maybe a personable or legendary Head Coach gets you an automatic +1 to B) or other structural stuff.
Thinking about it that way also kind of shows you trade-offs and challenges to the best allocation.
And for those using Booster Relations as a dump stat - remember, if you don't have a Head Coach or AD that can overcome your weakness, you could (theoretically) take hits to any or all of the other abilities, because you may have to spend more time dealing with natural fan complaints than you would if you were talented at Booster Relations.

G - Gameplanning: 2 (2 points)
C - Coordinating: 2 (2 points)
R - Recruiting: 7 (9 points)
B - Booster Relations: 1 (1 points)
Recruiting has to be the biggest thing for us, especially given the 2020 class downturn the the uphill battle we are going to have for 2021. Think of this person to be a 3-4 year coordinator. If we can get the guys in here to play for this person, then it sets the tone down the line.
Get the Best Recruits and play calling will be simple. Recruiting solves lots of issues..

I'm putting the ability to recruit top priority. Then I want my DC to have great ingame playcalling ability and the ability to teach and manage his staff. Gameplanning is still important but not as important as in game adjustments. Like others have said...... I don't care if my guy is not personable if the proofs in the pudding.
I think we are leaving one thing out. I consider Player development a big deal, and I would probably replace booster relations with this. Or does Player development fall within the coordinating?
Let's face it. Mike London had recruiting thing down and yes it's incredibly important, but he turned his players into garbage on the field so teaching 4 and 5 stars how to be winners and have a the killer instinct is key.

Ok I'm confused. OP has 22. Guess I don't understand this. I thought you could add points if you took less in another area.
I modified it in the middle, so I could have screwed it up, but the intent was no scores could be 0, so you start with a base of 1 and get to pull from a pool of 18 to increase any score.
For a real point buy you technically could sell 2 points to get 1, so you could have -1 for a score, but I chose not to do that.
You start at 1 then add 18. Nobody gets to start at SIL status.
Correct, player development falls under coordinating.
It's possible that coordinating is too broad of an ability, but that's my first crack at it.
This is a GREAT topic. I don't have an answer for you yet, though I'd be intensely curious how the points would be allocated to today's version of a Bud Foster or a Brent Venables or a Nick Saban or a Kirby Smart.
