The funny part was when the smart road was being constructed, the plan was it for it to be extended to Roanoke by 2020. I don't think they are ever extending it but I remember going to the public hearings and reviewing the completed construction plans for a transportation class.

There is absolutely zero chance those two are remotely connected. It's simply not how highway funding and project timelines work.
If any capital improvement of that sort happens, it probably languished in a planning phase for at least a year. Then a budget approval phase for another year. Once the state approved the budget, it was either done as a design build, or traditional design bid build. But in no case was a design ready in less than 6 months. These are minimums. In reality, it was probably a decade of planning and design to make that work happen.
I worked midshore for a bit, and drove home on Rt 50 towards the beach each night. Thursdays were the craziest days because you had the retirees coming down for an extended weekend, with nowhere to be fast, and the guys from the western shore that had to get to the bar in OC before happy hour was over. 3 wide on a 2 lane road, trucks doing 95 in a 50, cars doing 51 in a 55, it was WILD. Everyone thought Fridays were the worst, but everyone was on the same page on Fridays. Train cars...get in line and drive 68 and don't move.

he was a good coordinator - the jump from OC/DC to HC isn't always smooth. Some OC/DC types make the transition pretty well. Others, not so much. I think Herman falls in the latter category
