When looking at recruiting rankings should of course be looked at more of a macro level on a roster. There will always be instances of guys that outperform or under perform their rankings but overall macro view of the roster it's a big determinate (not end all be all) of which teams are usually the best.

I see it as most of the bigger names he missed out on went to powerhouse schools like FSU or Alabama and GA is much closer to them then to VT in being attractive due to larger resources and brand name. VT is a tougher sell than GA so I believe that he will excel just like he did at USCe.

For some strange reason, NFL rules don't allow for more than 2 active QBs in a game. If you play your QB3, you lose one of the other ones for the rest of the game.
Most people do that. There are camping grounds close by that are popular. Renting a house if you have a bug enough group is also a viable option.

If you have a friend who travels 50-75%+ for work, they will likely have elite status at some hotel chain. I know that diamond status at Hilton guarantees me a room at any Hilton property as long as I book at least 2 weeks out. You can always ask friends with status to book hotels for you, I'm sure they'd be happy to do so if they can keep the points.
I also recommend checking places other than hotels, ie AirBnB, Craigslist, etc. My parents found some really nice random complex in Christiansburg during graduation weekend. It was 3 years ago, so I don't remember the specifics, but it was only a 10-15 minute drive to campus.
