Help me hire a Hokie! I need the services of a structural engineer regarding the construction of a detached garage in Loudoun County, VA. Specifically, I need someone who understands the requirements of Loudoun's Mountainside Overlay District, and can work with me to prepare a an appropriate foundation plan for a two-story, 60'x30' structure on a site with a moderate amount of slope. Unfortunately, all my engineer friends from school have moved out of the area. Rather than just picking a local firm at random, I figured I'd consult the TKP hivemind. I'm located approximately 10 miles north of Leesburg FWIW.

Gary Loomis (Master Engineers and Designers) is in Lynchburg, but I have used him as my go to for structural work.
I have structural plans for a 4 story underground garage with a 27 story building on top in Arlington. I bet they would work for a 2 story garage in Leesburg. We could just focus on an area in the plans that's 3 columns wide and 2 columns deep. Think post tension cables, and 3'x3' columns and beams are within your budget?
