As of right now it would be a very harsh comparison. Penn State has much more talent, and Cignetti has an offense that "goes for it," while Franklin's tenure has been largely defined by more conservative, win with defense in a rock fight type games, especially the last few years.

Thankful Penn State would owe Franklin an ungodly amount if they fired him. I think I saw a number north of $80 million. Otherwise I think we may well have been fighting with them for candidates

I would hope not. It's not as if he has the same talent level that Franklin has or that he's had so many years of not being able to win them. I'd need to see Indiana as a top 10-15 team for several years with a similar winning percentage against top teams before I'd think of Cignetti that way.
