I think they do need to retire the lunch pail until they earn it, and then they need to vote it back in if they want it.
At a minimum, though, nobody should get it when your ass gets beaten like a drum in the fourth quarter like it did last week.
Everybody recognizes that the money involved in major college football is completely out of whack these days. Who knows if this is a permanent state, or if the system is going to collapse under its own weight. Are we chasing an ever-increasing bar to competitiveness?
This is affecting all of college football, and like VT, most can't afford the madness long term. The system has to revert to something else because it is simply unsustainable. It's not if, but when. And this won't take too long - my guess is three years. We need a 5-year plan that enables us to hold on while things get settled out. If it goes beyond that, we won't be the only ones out.
The P2 and ESPN are going to do their thing - whatever that looks like. We will either rise to that level, along with its higher levels of TV money, or we will join the dozens of other teams forming the next version of college football. Probably the latter, and that will likely be okay. The top of the non-P2 is going to move up, but the bottom of the P2 is going to be jettisoned to join the league of mortals.
As long as that morphs into a sustainable league under one TV umbrella so conferences (or divisions or whatever format it takes) aren't competing with each other off the field. The format would likely include more regional divisions to control travel spending by schools and fans, and will most certainly have its own playoff.
My hope is that somewhere out there, there's a movement that sees the coming split is inevitable and is already behind closed doors formulating what the non-P2 league is going to look like. The rest of college football isn't simply going to go away after a super league forms.
So, back to the 5-year plan. This means VT needs $250M-ish, less if things happen faster. While still a lot of money, I believe that having a cap makes it more palatable to universities and donors, knowing that it won't be a never-ending black hole they are throwing their money into.
So, should we? I say yes, but with a cap. We're not alone.

Yeah I don't see any reason that Napier would be on our radar he was great at Louisiana because his recruiting classes were 1st in the conference every year...by a lot. He's not going to do that here and he'll have less talent than he did at FL.
Personally I feel like if we do, we'd be the last of 50 kids running after the ice cream truck. And there's not enough ice cream on the truck to give to everyone, even if the NCAA were to put up a stop sign. There's little return on that. If you want to inject the department, go supplement the programs that are struggling or need just a little push to go get that trophy.
In the day and age of the turnover chain, belt, robe, throne, backpack...the lunch pail is antiquated. And we play in that manner. It's not 2003 any more. Heck, half the rosters weren't even born then. Let's put a new spin on things and stop playing like the lunch pail connects with the players. If you want to nominate a captain, put a lunch pail patch on their jersey and go tackle someone.

Honestly, as much as it pains me to say, and assuming whoever the next coach is does not have a connection to the Beamer years, it may be time to retire the lunch pail altogether. It's not going to resonate with kids these days like it used to where you spend 4 or 5 years in the program seeing the captains get to carry it and what it represents to the area.
Build Bud a statue next to Frank and incorporate the lunch pail for us to tell our kids about when we go back. We haven't been the LPD for 9 or 10 years at this point.

I've seen a lot of speculation that he was held out to primarily avoid the grass in soldier field. It's notoriously awful and I saw people slipping constantly last night. Not worth the long term risk coming off an ACL
It'll be on those TV screens on the gas pumps that have the volume set to 1,000
