It's difficult for the uninitiated to follow right-of-way weapons.
The abridged version is you gain the right-of-way, or right to score, by moving your arm forward first. At that point you may score, but you lose the right-of-way to the other fencer if you stop or get parried. At that point the other fencer may score. Who touches first doesn't matter at all in foil or saber.
In epee it's just "touch the other guy before they touch you".
I give up trying to guess who scored and am just waiting for the commentators to tell me. It makes no sense, the American hits him first and doesn't get the point.

There is a small window of time once one fencer touches within which the other fencer can touch, after that time expires the scoring box locks out the other fencer. In foil the window is 300 milliseconds.

The game, which is sold out, starts at 8 p.m. Parking lots will open at 7 a.m. on game day and all vehicles will be required to display parking passes.
Fans will also be required to wear BMS-provided lanyards displaying their game tickets and credentials.
Tailgating guidelines have also been established and will be permitted in front of or behind vehicles. No open fires are permitted and soliciting or distributing of any kind is prohibited in parking, camping and tailgating areas.

The Rams will probably have zero to do with it. The residents of SD, like myself, will have some say in November, but I doubt that the stadium initiative will get the 2/3 necessary. Spanos will have the next say whether to take the NFL up on the 1 year offer to move in with the Rams. Unclear how he'll decide, but I doubt the results of the Rams will matter one iota.
Amazing how far Conte has come to now be a veteran leader of the OL. Not just all the different OL coaches, but how late he earned a schollie as an unranked (eventual 2-star?) that we offered after missing on a bunch of targets.
