Morality vs legality is an interesting debate. Can one outweigh the other? I can't answer for sure, but I know for a fact they do in reality.

Besides it was in Norfolk, are you really going to get in a tizzy over contingents NC, MD, or DE while the report offers 0 context of which states were present I think we can realistically say that all 3 were there. While ignoring the equally obvious logistically reality that it is even easier to pile the local kids 3 or 4 to a friends car and drive the 2 or 3 miles to the school, while Out of State it is increasingly likely it was either by the bus/van load or 1 to 1 car to kid.
