Anytime you have a double whistle (both officials call a foul simultaneously) you both go up with the foul (or open hand for violation) and do NOT make any other calls (block/charge, basket counts, etc) until you discuss it.
Really poor job there.

Edit: Apparently they are looking for who the foul was on. Just goes to show that no official is paying any real attention to the game.
