Until the "if you lose" stops happening on an annual basis across the league, I don't think we've any business calling them 2nd tier.
to be fair, I don't think this is definitively proven yet. There needs to be consistent year after year investment and VT so far is sans our own Mark Cuban. So it will continue to be a slog to keep donations high.
But I do agree that the chicken or egg has been shattered. Real money = big dog coach = best class ever. The difference between now and the lets hire an up and coming coach strategy is staggering.
And now on to next step, winning/success leads to easier money raise, which potentially proves the investment point you make.

Not having the money and not having anyone who can donate to invest was a major portion of those excuses
The roster count is down to 115. Drew Doyle, backup long snapper, is no longer listed on the Hokiesports roster page. I'm going to double check all the sources and update the table this evening.
There is no reason VT should ever play JMU, ODU, Liberty as there is zero upside for Tech. If you win, well of course you win as you are supposed to. If you lose you are the lead story on sports center for biggest collapse. Forget television ratings because no one outside of the state of VA cares about any of these games, especially when you get to week 4 when conference play starts.
If you need an out of conference warm up game, VMI (or Richmond, or W&M) is perfect. It's the first game of the season with a new coach so many VT fans will tune in regardless, you blow their doors off in an organized scrimmage and build momentum for the next week.
We should never satisfy these Group of 5 state programs by giving them a chance to think they are on our level. Don't schedule them, don't give them home games, don't even acknowledge them. LSU doesn't play Tulane for a reason and Georgia doesn't schedule GA Southern. We need to start acting like a big program and this is good first step.
Disregard and discount JMU, ODU and Liberty until they are relegated back to their roles of 2nd tier in the state and the country.
Did he ever have us in? I haven't been checking frequently, but don't recall us even being included.

VMI game can only hurt us. At best, they're too easy, tempts our crew to play easy and get cocky with a big win.
JMU with new coach NapiHead would have been a good game, plus we woulda played all the top VA FB programs in same year.

Would have been done in 4 but my advisor waited until February of my Senior year to inform me they had made a mistake on my language requirement. They told me I had to take both 1 and 2 of a language because I switched from Environmental Science to Political Science. I switched after my freshman year and did annual reviews with my advisor and it never came up. They said that even though I had 5 years of language from Middle School to HS(3 spanish/2 french) it wasnt enough because I needed 4 of one language. Was forced to take Spanish 2 over the summer at Nova and then Spanish 1 in the fall.
The only nice thing was that last semester I no longer had to be in the Corps so got to experience a semester of being a "normal" student. I also set my schedule from 10am on Tuesday to 3pm on Thursday. Still had to take 12 credits though for ROTC.
And we are finally financially investing in players again. Can't forget that part.
Unfortunately the 49ers forced him to lose a bunch of weight to be similar to Steve Young. His game wasnt the same after that.
It's been fun watching every excuse we used to use to explain why we couldn't recruit be immediately torched the second that Franklin came to town
