Yup, I live in UT, and by far it's one of the most flexible options for 529, I'd look into it! (Granted I'm not sure you can obtain a UT based plan without being a resident here)
I'm sure it's changed but in my day grandparents in VA did not help at all. There were so many things to do that it became impossible in 4 years for me to do.
Look at the Utah plan, it has the best options for investments and lower fees

You have to meet the residency requirements. You can't "force" in-state tuition without proving residency in-state. If you don't live in state, they won't honor that rate, but will allow application towards out-of-state.
Yes but FCS schools are more likely to recruit a specific footprint that is relatively close to campus so requires shorter trips.
FBS coaches that are allowed to recruit off campus are forced to go on longer trips if they are recruiting nationwide so seems like having fewer to do it would be a bigger problem. The on campus stuff I agree that FBS has the major advantage with additional coaching and staff. Also seems odd to have them be a different number at all.

May want to look into declaring residency for your kids with the grandparents so then they would move to in state tuition. Not sure all the steps on that but knew a couple guys back in my time that did that.

It's the Olympic Regional Training Center associated with Tech. It is the vehicle for the majority of the NIL deals for wrestlers. It also supplements coach/staff salaries and pays in-house athletes like Bryce Andonian currently, James Green and Ty Walz in the past, and most likely Caleb Henson once he graduates. SERTC can also pay for expenses for Tech wrestlers to compete in freestyle over the off-season and chase Olympic/World medals. It is the most important vehicle for recruiting and retaining top talent like Bo Bassett and Melvin Miller.
Donations to the Hokies Club, designated for Wrestling, have more limitations around what it can be spent on. It helps the team in different areas.
Robie's strategy is to build out SERTC using in-house talent like BA, Henson, Bo Bassett, Melvin Miller etc. to have the strongest wrestling room possible and attract top end recruits. It is how Tech is going to jump levels from a Top 10 team to a Top 3-5 team.
As I understand it, yes 529 funds can be applied to out-of-state tuition within the VA system.
Only problem with squirrel in a stew is the little bones and maybe a lead shot or two to avoid. A big thing in rural VA when I was young was "squirrel gravy", essentially the larger pieces floured and fried up then added to a gravy from the drippings to simmer a bit. Usually served on biscuits. Squirrel and venison kept us alive when I was living in Giles and finishing up at VT on the GI Bill. My daddy was a country boy from rural Tennessee and he wouldn't serve a stew without squirrel in it, starting a few rows with momma about shooting them out of the big oak in the back yard when none were in the freezer.
