The committee isn't going to reward them for playing in a shit conference and having a shit OOC slate. Just not happening, especially not up against teams in the SEC, B1G, or ACC that play numerous ranked teams in and out of conference in the same year.

So unless you penalize the Big 12 for the weakness of the teams this year, I don't see how the OOC comes into play here

No. All of those teams have not been good at the same time. The last time Texas was relevant was in 2009, about the same time that TCU was starting to become a school you heard about. The rest of them (outside of Oklahoma) cycle through being good, bad, or mediocre in conference.

The reason that the Big 12 has largely come down to Baylor or TCU recently is partly because of the decline in Texas and Oklahoma. (It was certainly part of the perfect storm that happened.)

If we really want to draw this point out, let's look at an SEC school like LSU. They have to play Alabama, Texas A&M, Florida (maybe), and Ole Miss. Yet they still got Wisconsin on the schedule.

Given how far out these schools schedule, it's impossible to predict how hard your schedule can be.

The only part of Baylor's schedule I'll concede even a little is SMU, but even then, it was probably scheduled when SMU looked like they might be good. But this has been Baylor's MO since they were that shitty school in Texas that was just there to fluff out the Big 12. They are far enough away from the beginning of their "good" period that they have had opportunity to schedule better non-conference games. Looking at their future schedules, the only Power 5 teams they have are a home and home with Duke, and then a neutral site against Ole Miss in 2020. Going backwards, the last Power 5 OOC they had was Wake Forest, outside of a couple of games against TCU prior to them joining the Big 12.

You make fair points, but I'd have a hard time holding it against Baylor that the conference is having a down year thus far. Clemson/USCe is a rivalry game. The intersection of 'conference team having a down year' and 'rivalry game', for us, is LOLUVA, which has a down year every year but is still a rivalry game as well as being in-conference.

I do hold it against them for playing an OOC schedule so soft it should be called Stay Puft. This you can entirely blame them for, and I think this will be a bigger factor in their exclusion from the playoff than the relative strength of their conference.

Not having to be perfect means Bud can take risks, like having Motu cover the slot rcvr on 4-11 in the UNC game. Its not like the game was on the line at that point if UNC converts. It also allows the guys to grow a little bit and feel comfortable in the wrinkles, which in turn will scare the pants off future OCs.
