There can be criteria, but per NCAA rules none of them can be "you must be an athlete to be in this class." Enrolled in a certain academic program? Sure. That should be all it takes in this case. You need to voluntarily apply for/enroll in some leadership program that has (effectively) a study abroad component.
That season will be one of my most anticipated, just on that OOC schedule alone.
My wife went to Richmond. And by 2021, at least one of the kids will be old enough to go to a game. (Let's see, they should be a few weeks shy of 9 and 5.) So, yeah, that one's been circled for a while.

It's probably a good thing they didn't schedule that for a GT/Miami/UVA year.
Maybe, maybe not, there are examples of certain classes being limited to certain membership.
Cadets sign up for cadet only classes that count towards the leadership minor for instance and are graded.

I say that ONLY because it would help VT. Though, you may be right. I lived in Knoxville for a year. So, the Vol hate is already pretty strong. My hate for Rocky Top is even stronger though. My wife taught high school in east TN for a while and hearing Rocky Top played at every game from both teams gets old FAST.
