I heard about this on NPR yesterday. It's a preemptive measure to allow NC farmers to get their harvest in before Matthew hits...if Matthew hits. They still aren't sure of the storm's track yet. But declaring a state of emergency lifts all size, weight and hours of service restrictions on agricultural vehicles. It also allows the state to invoke price gouging protections, so gas stations can't sell gas at five bucks a gallon and grocery stores can't charge ten bucks for a loaf of bread.
This is a strategic move, not a reactionary one.

Even their best team in the past 15 years needed OT to beat an average VT team.
Even if BC isn't "much worse than previous years" that still means they are bottom 2 in the ACC along with UVA. They won 0 conference games last year. So when people are saying we haven't beat anyone of note yet they are absolutely right. What we did though is win those games convincingly. If we want respect it's time to play a complete game this weekend and smash the heels.
Just stopped by Inside Carolina... He's not wrong, they really don't respect us as a program at all, and most are expecting a 15-20 point win.
