If it's not targeting, the penalty is enforced as unnecessary roughness: hitting a defenseless receiver. Targeting (with an ejection) has to involve a helmet-to-helmet hit or the defender leading with the crown of his helmet. Neither of those occurred on that play.

I was at work for the first quarter and a half watching on ESPN3. But when 8:30 rolled around, it was time to leave to go home. I got home just prior to the end of the half.
