My understanding is you can only play Week 0 if you are scheduled to play at Hawaii or another country at some point in the season.
Did a quick google search of Corny and it looks like he just stepped down as Head Whistle Enid High School in Enid, Oklahoma last week. Link to the Article

I think players are allowed to advocate for themselves and initiate communication. I believe it's technically against the rules for a coach to target/initiate communication with a player before said player enters the portal. But there's ways around that.

and D2 guys do move up. Hawkins was VT's best offensive player, and a form Emory and Henry WR was in the two deep at OKST

So I'm beginning to envision the portal eventually works itself into something akin to a giant P.E. class in high school, where the captains are selected, then they pick out their teammates for kickball. All the players in the country are available, and the coaches get to take turns picking their team for the year. You just don't want to get the fat, dumpy, slow kid that gets chosen last.
I know ya'll are making fun of Corny, but lets not forget how Stiney would REGULARLY run a jet sweep or WR screen to the boundary... And always with the guy who just returned the kick the play before. SMH....
