I think you're getting a little carried away here. This is hardly even a story (a couple click-bait articles don't count) with 0 substance to go with it.

I'm sure some VT fans are trying to figure out what exactly this means for Ohio State, so I'll try and shed some light on the situation. Brown didn't play a ton as a freshman last season, but after the departures of Devin Smith and Evan Spencer, he was expected to start opposite Michael Thomas. A four star recruit out of NJ, Brown was a standout over the summer and praised for his physicality and great hands. With all the receiver/H-back suspensions for the VT game, people felt comfortable that the much hyped Brown would be able to fill that void. The Brown loss is a big one and leaves the coaching staff with no real reliable backup options. Jalin Marshall or Corey Smith would have been the obvious the fill-ins for Brown, but they are both suspended.
My guess is that the staff may now be forced to turn to true freshman Torrance Gibson or redshirt freshman Johnnie Dixon. Dixon is also injured though and Gibson is promising but just a freshman. No real good or proven options here. Due to the complete depletion of the receiving corps, Ohio State may be forced into having to use a lot more two TE sets than they would like. I think this development also heavily tilts the QB battle into the court of JT Barrett. With Brown out, Ohio State only has one trusted pass catcher left and this limits the upside of Cardale's cannon. Running the read option just became a hell of a lot more important. JT is the man for that, not Cardale.
In summary, the loss of Brown is a significant blow, but it is exacerbated by the suspensions. Ohio State still has some firepower for sure, but they are on life support now with regard to the passing game. One more injury or suspension on offense and they are in hot water. Also, if Bud doesn't run the Bear after this I will be in complete shock. Hopefully Brown will be able to make a good recovery and be our #1 receiver next year. Bright future ahead. Prayers go out to this fine young man.

You give ECUs defense too much credit. VTs offense got in its own way as much as the ECU defense gave it trouble.
But if you want to play that game, you could look at the last 36 minutes of the game last year. VT had 365 yards of offense from that point and scored 21 points (vs 170 yards and 7 pts for ECU).
And VT easily could have scored more over those final 36 min (don't forget that VT had a missed 37 yard FG, a drive that stalled at the ECU 2 yard line that otherwise would have been 3 pts if VT hadn't dug such a deep hole for itself, and another drive that stalled in ECU territory because of yet one more drive stalling early season holding penalty).
Other than the final "drive", ECU basically did nothing offensively in the last 36 min of that game - and the defense struggled to limit a less than stellar VT offense.
Nevertheless I would venture to guess that in general there is little correlation between the scores of the two previous year's games between two teams and the third in the series. Some scores would be similar but that would also occur at random.
Now I don't think VT will score 45 either but because it's not really the way VT is constructed offensively or defensively - not because of the scores of previous games. But I wouldn't be at all surprised to see a VT team with 30+ points vs ECU this year.
A policy document won't stop other staffs from using this story to successfully negatively recruit against Tech.

I'd rather pay a few bucks then 4 years worth of student loans, meal plan, housing, and work a part time job on top of that!
Yes, both from Pope John high school. A well respected program in northwest NJ and about five minutes from where I grew up. The qb for them, Sonny Abramson committed to UVA. Still, not bad for two offensive players to go to big time programs.
