I'm no QB guru (but darn it all I try), but the main things to look at are:
1. Is everything lined up? That's toe, knee, hips, chest all pointed at the target at release
2. Does he consistently set his feet and give himself a good base to throw off of?
3. Is weight transferring from the back to the front?
4. Does he follow through on his throws, with his hand to the opposite hip?
The one thing I'd say about him is pretty much what you're saying. Especially on long throws, he has a tendency to not step all the way through his throw, which causes the ball to float a bit. Admittedly, on several of said throws, he's got a guy in his face. Not a lot of these passes are thrown from a clean pocket, so it'll be interesting to see how he transitions to the college game, where he'll have to trust his line, reach the top of his drop and be ready to plant off his back foot and get the ball on a line to his receivers on quick timing routes. That said, I definitely see a good number of throws where he seems to have good technique all the way through. Definitely excited to see Lefty work with his Lefty.
Brent Urban was HM, though. DT was tough in the ACC this year, but he was a lot better than that. Maddy was third team and he's a good player, but Urban is a better player.

Kareem Martin (UNC) at 1st team DE is highway robbery. We recruited that kid hard, but he was not good this year. Took a lot of plays off.
I was thinking the same thing in July of last year... then I saw him play in the fall. Dude's got an arm and some serious athleticism. Hard to tell just how good he is, but he could very well challenge to be a multi-year starter for VT. Bowl season, spring, summer and fall will give us some great position battles, QB right up there with them (not just this year's starter, but next year's as well).
If I remember correctly Harris led the nation in INT's, and the people who vote on these things (who don't always watch all of the games) tend to rely a bit too heavily on stats or draft stock...hence the fishiness about the "eye test."
Collins has no one to fault but himself, another year where he didn't finish as strong as he started.

Kyle would be 1st team if not for his injury.
Maddy on the 3rd team is absurd.
The biggest shafting, though, is Collins not even getting HONORABLE MENTION. Really? Hopefully the other outlets do a better job with these.

I could be wrong here - but I think Stinespring has done a pretty dang good job with Kalvin Cline this year.
He has made some rookie mistakes, and needs work on blocking, but for the most part he has played extraordinary with so little experience. Coaching has to play a part in that.
Which is why I sometimes can't believe how much criticism Logan has taken; he's never missed a start despite taking a pounding these last three seasons (especially the last two). Logan is tough, and I don't think some realize how much he will be missed to begin next season.

And there are still two wildcards named Mangus and Caleb. The coaches are gonna have to figure out what to do with them, especially Mangus and his blazing speed.

Wow. That's a tough job to fill, too. Do they try to find their Cutcliffe (an older guy nobody will poach who is a good coach)? Or do they hire a very young gun to give them a start? Or just hire the next-man-up MAC coach?
Or get crazy and hire Ed Orgeron? That would be fun at Wake Forest.
