The ACC released a statement on one-time transfer opportunity.
"During the league's annual winter meetings (February 12-14), the ACC discussed the transfer environment and unanimously concluded that as a matter of principle we support a one-time transfer opportunity for all student-athletes, regardless of sport. As a conference, we look forward to continuing the discussion nationally."
Both No. 17 North Carolina and No. 23 Miami rank ahead of Virginia Tech (No. 32) in the initial ranking. Right now SP+ would predict the Hokies as a slight favorite over Miami and about a touchdown underdog at the Tar Heels because of home field advantage.

University of Delaware now has a new Associate Head Coach and Offensive Line Coach. Stinespring joins the Blue Hen coaching staff.
It's been a few years...but UD has played in a couple FCS championship games, winning the title in 2003, just before North Dakota State started their run of dominance.
As a Delaware resident and the father of a UD graduate....is this a blessing or curse for faithful Blue Hen fans?

The most informative conversation i've listened to on the state of Tech football recruiting and where the program as a whole is at today. John Iezzi is our head of recruiting and he does not hold back on any topic they bring up. I haven't always been a fan of this Pod, but this is a must listen.
The Hokies have a lot of pieces returning in 2020. Virginia Tech ranks sixth overall in returning production, and the only ACC team that has more production returning is Georgia Tech (No. 2). Bill C broke down his methodology and how it correlates positively to progression, and negatively to regression.
Now MSU is in a really bad spot. Four coaches have turned down interest in less than a week. https://t.co/mYC5J2FCpNโ Chris Vannini (@ChrisVannini) February 10, 2020
So not only did Dantino cost MSU millions extra by staying until late January but MSU can't find a replacement.
First Joe transcribed the relevant part everyone is talking about.
I transcribed the section of the press conference when Fuente was asked about the transfer portal. With context, it seems like a policy for these last transfers and he noted "We'll take all of 'em on a case-by-case basis, but we're moving forward." #Hokiespic.twitter.com/EaRnouDP9rโ THE KEY PLAY (@thekeyplay) February 5, 2020
Athletes in only five sports are required to sit for a season when transferring: men's basketball, women's basketball, baseball, hockey and football. In the NCAA's 20 other sports, athletes are allowed a one-time. The difference in the two transfer policies is getting harder to rationalize.
The NCAA continually says athletics should enhance the overall education experience. The experience for the average student includes the ability to transfer schools at will.
"We have five sports that are not allowed to transfer in this day and age. That is something we need to fix," Manuel said. "We need to give all young people flexibility to transfer once. If they transfer a second time, there is no waiver."
Stew Mandel had an interesting question in his mailbag on The Athletic this week (paraphrasing): How would you allocate a $10 million budget to hire a staff, including on-field coaches, performance staff, recruiting coordinators, etc.?
He responded saying that instead of working within a budget, he would provide his order of priority:
